Victoria Park, covering some 7.5 hectares, was one of the first open spaces to be dedicated and laid out by Cardiff Corporation as a public park. The park serves a densely populated area of Cardiff and attracts over 600,000 visitors per year. It was one of the first parks in the UK to attract Heritage Lottery funding in the early 1990s.  One of the strengths of Victoria Park is its community links; this is supported by a number of folklore stories that have developed characters such as Billy the Seal. Billy was a common grey seal, presented to the park in1912 after being caught by a Cardiff based fishing trawler. He was resident in the park lake until 1939, and along with the rest of the zoo animals, a major attraction. Billy stories have endeared themselves and the park to generations of Cardiffians and they are entrenched in Cardiff Culture.
